The song is Ocean Drive from the album Turbulence by Miami Nights 1984. This song was also used to great effect in Santiago and Mauricio‘s She’s Electric, a short film inspired by anime, Atari, Space Mountain, and neon 80’s imagery.

Road Blaster is a 1985 interactive movie arcade game developed and published by Data East with help from Toei Animation. The main title theme was performed by the Japanese rock band Jaywalk (aka J-Walk) who had a hit song in 1991 called Nanimo Ienakute… Natsu.
The game was ported to various consoles including MSX, Mega CD/Sega CD (as Road Avenger), Sega Saturn, PlayStation, LaserActive (as Road Prosecuter), and 3DO Interactive Multiplayer (prototyped as Turbo Blaster). I had the Sega CD version and have had this song stuck in my head for about 20 years now.

Plot:
A small desert town has been harassed for months by a gang of drag racers, but so far no one has done anything to stop them. One day, a ghostly black car shows up, challenging members of the group to race, then killing them one by one. Neither the gang nor the police can catch the car or its driver, but some investigating into the gang’s past may reveal just who’s behind all this.
The real star of the movie is The Wraith’s car, the Dodge M4S Turbo Interceptor.
